Canada still welcomes international students, but the door is narrower than it was two years ago and the numbers for 2027 are not final yet. If you are planning to start a programme in 2027, here is what IRCC has actually published, what is still pending, and what it means for your application.
The short version: what is known for 2027
As of 23 October 2026, IRCC has not published a 2027 study permit cap. What exists is a planning figure. The 2026 to 2028 Immigration Levels Plan sets a target of 150,000 new international student arrivals in 2027, and the same again for 2028. IRCC describes those later-year figures as notional, to be "confirmed or adjusted by November 1 of each year".
IRCC's own briefing material says it will set the 2027 study permit cap together with the next Immigration Levels Plan in autumn 2026, then seek approval for each province's and territory's allocation. So the real 2027 number should land within weeks. Until it does, treat 150,000 as the best official signal, not a promise.
| Year | New student arrivals target | Status |
|---|---|---|
| 2026 | 155,000 | Set |
| 2027 | 150,000 | Notional |
| 2028 | 150,000 | Notional |
The direction of travel is clear. IRCC's total study permit target for 2026, which includes extensions, is 7% lower than the 2025 target of 437,000 and 16% lower than the 2024 target of 485,000. Less room means your application has to be tight.
How the 2026 cap actually works
The 2026 rules are the best guide to how 2027 will probably be structured. IRCC said in November 2025 that it expected to issue up to 408,000 study permits in 2026. That splits into 155,000 for newly arriving students and 253,000 extensions for students already in Canada or returning.
Not everyone in that 408,000 is counted against the cap in the same way. The cap bites on students who need a provincial or territorial attestation letter (PAL or TAL). For 2026, IRCC expected to issue up to 180,000 permits to that group and opened 309,670 application spaces for them. The difference exists because not every application is approved.
The practical meaning: each province gets a slice, and each province hands its slice to schools. If your college has used up its PAL allocation, you may not get one, however strong your file is.
Who does not need a PAL or TAL
This is the biggest change for Nigerian applicants aiming at graduate school. From 1 January 2026, students in a degree-granting master's or doctoral programme at a public designated learning institution (DLI) do not need a PAL or TAL. In 2026 IRCC planned for about 49,000 permits in that group.
A few points people miss:
- It must be a public DLI. A master's at a private institution does not qualify for this exemption.
- You still need to prove you fit the exemption, usually through your letter of acceptance.
- Kindergarten to grade 12 students and some exchange students and Global Affairs Canada scholarship holders are also exempt.
- Students extending at the same school and level do not need a new letter.
Everyone else, including most undergraduate and college diploma students, still needs a PAL or TAL from the province. Quebec works differently: you need a CAQ instead.
Being exempt from the PAL does not mean you skip the normal study permit test. You still have to show funds, a genuine study plan and that you meet all the usual requirements.
Proof of funds went up in September 2026
IRCC updates the cost of living amount every 1 September in line with Statistics Canada's low-income cut-off. For applications made on or after 1 September 2026 to study outside Quebec, the figures are:
| People in your family (including you) | Funds needed for the first year |
|---|---|
| 1 | CAD 23,448 |
| 2 | CAD 29,192 |
| 3 | CAD 35,888 |
| 4 | CAD 43,572 |
These amounts are on top of your first year's tuition and your travel costs. Before September 2026 a single applicant needed CAD 22,895, so if you prepared your bank documents last year, update them.
A word on the naira: the Central Bank of Nigeria does not publish an official naira to Canadian dollar rate on its exchange rate page, so we have not converted these figures. Check with your bank on the day you fund your account.
If you are planning to japa with a spouse or children, the jump from one person to four is about CAD 20,000. That is the part of the budget people underestimate.
The PGWP rules decide whether Canada pays off
For many Nigerian students, the study permit is really about the Post-Graduation Work Permit (PGWP) that comes after. Two rules matter most.
Language. You must show a minimum level in English or French in all four skills when you apply for the PGWP:
- Bachelor's, master's or doctoral degree: CLB 7
- College, polytechnic or other non-university programme: CLB 5
Field of study. There is no field of study requirement for bachelor's, master's or doctoral graduates. College and other non-university graduates who applied for their study permit on or after 1 November 2024 must graduate in an eligible field.
Length. IRCC says master's graduates can apply for a 3-year PGWP even if the programme was shorter than 2 years, as long as it lasted at least 8 months and they meet the other requirements. Programmes of 2 years or more may also lead to a 3-year PGWP.
Put together, a public university master's now has three advantages at once: no PAL, no field of study test, and a possible 3-year work permit. The Canadian work experience you build on a PGWP is what many graduates later use in Express Entry.
A worked example
Chiamaka is a 27-year-old accountant in Lagos. She is choosing between a two-year college diploma in business at a public college in Ontario and a one-year master's in finance at a public university in Nova Scotia, both starting September 2027.
For the diploma she would need a PAL from Ontario, which depends on her college's allocation. She would also need to check that her diploma's field is on the eligible list for a PGWP, and reach CLB 5.
For the master's she would not need a PAL, as long as the university is a public DLI and the programme is degree-granting. There is no field of study test for the PGWP, but she would need CLB 7. In both cases she must show CAD 23,448 for living costs plus her first year's tuition.
Neither route is a sure thing. But the master's route has fewer gates that depend on someone else's quota.
What to do while 2027 numbers are pending
You do not need to wait for the announcement to start. Get your English test booked with your PGWP target in mind, not just your admission. Ask your chosen school directly whether it is a public DLI and how it handles PAL requests. Build your proof of funds against the September 2026 amounts, and keep the money in your account long enough to show a stable history.
When IRCC publishes the 2027 cap and provincial allocations, we will update this guide. Start with the study permit overview and the PGWP page to see where you fit.

Questions people ask
Has Canada announced the 2027 study permit cap?
Not as of 23 October 2026. The 2026 to 2028 Immigration Levels Plan has a notional target of 150,000 new international students for 2027, and IRCC says it will set the 2027 cap alongside the next levels plan this autumn. Notional targets are to be confirmed or adjusted by 1 November.
Do I need a provincial attestation letter for a master's in Canada?
Not if it is a degree-granting master's or doctoral programme at a public designated learning institution. IRCC removed that requirement from 1 January 2026, but you must show proof that you meet the exemption. Master's students at private institutions, and most undergraduate and college students, still need a PAL or TAL.
How much money do I need to show for a Canadian study permit?
For a single applicant applying on or after 1 September 2026 to study outside Quebec, IRCC asks for CAD 23,448 for the first year, on top of tuition and transport. Quebec sets its own amounts.
Will my programme qualify me for a PGWP?
Bachelor's, master's and doctoral graduates have no field of study requirement. College and other non-university graduates who applied for their study permit on or after 1 November 2024 must study an eligible field. Everyone also needs to meet the language level for their programme type: CLB 7 for university degrees, CLB 5 for college programmes.
